
The final item for the committee, and easily its most important, is the governance of not only the revitalized Docklands but Heinlein as a whole. Despite being part of New Angeles, it's exceedingly obvious that the district perhaps operates with the most independence compared to the other districts found on Earth. Its populace, history and circumstances make this necessary, regardless of how the Treaty of Heinlein bids the lunar colony to Earth forcibly. Despite this divide, Mayor Alice Delgado vows to provide a workable plan to govern Heinlein for the future district manager.
Funding
Each committee member will take on the role of a city planner. They will present their proposed plan to the mayor, utilizing their skills to manage an aspect of lunar life and governance. They won't be doing this alone, at least financially. They have 6 units of funding given to them to allocate to the purposes of managing the district of Heinlein. For the purposes of mechanics, each unit of funding will be represented in a Boost die (■) when used in a roll.
Please note in your rolls how much funding is being allocated to aid in the roll.
Over the course of the game, committee members might have taken part in activities that have granted them additional funding. Please take this into consideration now and add this to your starting 6 units of funding. The committee members might have performed successfully in events to have potential bonus funding awarded to them.
City Plan
Each city plan framework is run through a simulation several thousand times, complying with data gathered by running both historical and extreme conditions that could happen to the district over the course of several years. No data is perfect and a plan can only work so well until it is enacted but the information generated by the simulation will give the city council a good idea of which plan to utilize. Ultimately, the city planner with the best plan will be nominated toward the role of distinct manager on Heinlein or a vital role in New Angeles’s mayor’s office.
The city plan involves 6 aspects that have to be tended to. The city planner may roll these in any order, allocating the funding they have (and the Boost dice involved) as they see fit to aid them.
Every 2 Advantage result will grant 1 Boost die to the next roll and every 2 Threat result will grant 1 Setback die to the next roll. Triumphs will upgrade the next skill roll and Despair will upgrade the next skill roll.
Education
Any Knowledge Skill, Computer (Sysop) (Intelligence), Computer (Hacking) (Intelligence), Mechanics (Intelligence), Operation (Intelligence), or Piloting (Agility) check at Hard Difficulty (◆◆◆).
Law Enforcement and Self-Defence
Any Combat skill, Vigilance (Willpower) or Streetwise (Cunning) check at Hard Difficulty (◆◆◆).
Diplomacy and Business
Any Social skill check at Hard Difficulty (◆◆◆).
Health Care
Medicine (Intelligence), Knowledge: Science (Intelligence), or Discipline (Willpower) check at Hard Difficulty (◆◆◆).
Recreation
Athletics (Brawn), Cool (Presence), Coordination (Agility), or Driving (Agility) check at Hard Difficulty (◆◆◆).
Industry, Power, Water, and Oxygen
Mechanics (Intelligence), Science (Intelligence), Survival (Cunning), or Perception (Cunning) check at Hard Difficulty (◆◆◆).
Results
After all city plans have been presented, this will ultimately set a road map toward making Mayor Delgado's plan a success. If there is at least two plans have been successful in every aspect then 1 Agenda Point is awarded to the Committee. In the unlikely situation that five or more plans have been successful in every aspect, 2 Agenda Points are rewarded instead.
The committee member who has the greatest sum of successes will be granted a spot in Mayor Delgado's office and likely in the running to become the next district manager of Heinlein. They will be granted a Big Favour from both the Loonies and the Government.
In the situation that the committee member cannot take this role or does not wish to (such as being an android), they may nominate someone else for the role instead. Both favours are not exchanged in this transfer.
Ties are broken by the committee member who succeeded in the most number of aspects.
